Between 2001 and 2011, I cannot identify any article in Ethnic and Racial Studies that takes the War on Terror as its central theme – one spoke of ‘an era of global terror’ (Stone and Pizova 2007); one mentioned, briefly, the impact of antiterrorism legislation (Cole 2009); another discussed the ‘British jihad’ (Bhatt 2010); and there was a notable shift towards analysis of Muslim communities. However, the overarching frame of a ‘war’ that spans international military engagement and domestic reworking of security legislation does not seem to have been a central organizing theme for contributors to this leading journal.

7. Equality legislation in England and Wales tasked public bodies with a duty to promote equality – and much research is focused on how such duties may be achieved. Private-sector organizations have no positive duty to promote equality and, therefore, research that focuses on private-sector activity tends to consider the business benefits of diversity and the barriers to progression for particular groups.
